Identity Tabbed Selection

The identity table is composed of multiple tables, so its behavior is different. It appears to be one contiguous table; however the tab and arrow keys move the selection only within the current table.

This is not what a user expects from something that looks like a single table. Further, it is particularly troublesome for visually impaired users who may have no cue that this is not a standard table.

The solution? Make it behave like a normal table.
