The evaluation of OER reflects a sad state of affairs. OER evaluation tools are underdeveloped and underutilized. Some collections, such as OER Commons and Curriki provide tools for evaluating OER, however, these are limited and rarely used.

The sum of the community commenting on, evaluating, and sharing best practices could be a powerful force in the adoption and evolution of OER. However, there is no clear path that a consumer of OER can follow to find the best resources, or to find high quality guidance on their use. Nor is there an established path for the OER producer to find the most valued attributes for instructional content in a given field, or to obtain an overview of what products have, and have not, been successful.
